Under the International Residential Code Appendix V adopted by Mansfield, a permanent barrier at least 48 inches tall must completely enclose any in-ground pool, above-ground pool, spa, or hot tub capable of holding 24 inches of water. Vertical fence openings cannot exceed 4 inches, and horizontal members must be at least 45 inches apart (or otherwise designed to prevent climbing). Gates must open outward away from the pool, be self-closing, self-latching, with the release mechanism at least 54 inches above grade or on the pool side of the gate at least 3 inches below the top. Where the dwelling wall serves as one side of the barrier, doors leading from the house to the pool must be equipped with an audible alarm sounding within 7 seconds, or the pool must have a power safety cover meeting ASTM F1346. Chain-link fences with mesh openings over 1.75 inches are not compliant. Retractable pool covers, approved above-ground pool ladders that are removable or lockable, and compliant spa covers meeting ASTM F1346 may satisfy barrier requirements for certain installations. Inspection of the barrier is required before the pool is filled. TX Health and Safety Code Chapter 757 imposes additional standards for pool yards and multi-family pool barriers.
