Fairfield enforces both the city's Building Code adoption (FMC Β§14.5) and the California Pool Safety Act for fencing. The enclosure must be 60-72 inches tall measured from the side facing away from the pool. Vertical members must be spaced so that a 4-inch sphere cannot pass through; horizontal members on the outside must be at least 45 inches apart to prevent climbing (otherwise the openings between them must be reduced to 1.75 inches). Maximum gap between grade and the bottom of the barrier is 2 inches. Gates must be self-closing and self-latching, open outward away from the pool area, and have the release mechanism at least 54 inches above grade. Where a building wall serves as part of the barrier, all doors providing direct access to the pool from the residence require an alarm complying with UL 2017 or a self-closing, self-latching device with the release at least 54 inches above the floor. Two of the seven approved drowning-prevention features must be in place for any new permit or remodel after January 1, 2018.
