Under Garfield's Zoning Chapter 341, Article IX (Accessory Buildings and Fences), no swimming pool permanently attached to the property, whether below or above ground, may be constructed within six feet of any rear lot line or within six feet of any side lot line of a contiguous lot. Garfield's general fence regulations also apply: residential fences may not exceed five feet in height within 50 feet of the front property line and must be at least 25% to 50% open construction, while fences set back more than 50 feet from the front property line may rise to six feet with semi-open construction. Pool barrier and enclosure construction otherwise follow the New Jersey Uniform Construction Code.
Pools placed closer than six feet to a rear or side lot line, fences exceeding the height or openness limits in residential districts, and unenclosed pools that fail to meet the city's accessory structure rules.
