Joliet Code of Ordinances requires all persons owning, possessing, or having control of a family swimming pool or portable family swimming pool to enclose the pool, or the entire lot, with a fence or wall of a minimum height of four feet. The building inspector requires proof of a contract for the supply and/or erection of any required fence before granting any building permits for pool construction or erection. This requirement applies to both permanent in-ground pools and portable pools meeting the permit threshold. The adopted International Residential Code further specifies pool barrier requirements including self-closing, self-latching gates that open outward and have locking mechanisms. Illinois compiled statutes require a minimum 48-inch barrier around residential pools.
