Redding pool owners must comply with two stacked requirements. First, an outdoor pool barrier per RMC and CBC Appendix AX: 60 inches tall, 4-inch sphere max opening, 2-inch bottom gap (4 inches if mounted on aboveground pool wall), self-closing/self-latching gate opening away from the pool. Second, the California Swimming Pool Safety Act (H&S Code Β§115922-115923) requires at least two of seven listed drowning-prevention safety features at new construction or remodel.
Per the City's Pools and Spas Homeowners Guide and CA H&S Code Β§115922-115923, Redding pool owners must satisfy both an outdoor barrier and a separate '2-of-7' safety-feature requirement at new pool construction or any remodel. The barrier rules (covered in detail under fences/pool-barriers): 60 inches minimum height, 2-inch max bottom gap (4 inches if on an aboveground pool wall), 4-inch sphere test on openings, chain-link mesh 2.25 inches max (1.75 inches with slats), gates self-closing and self-latching, opening away from the pool, latch at 60+ inches with a special pool-side relocation rule if below 60. Separately, the Swimming Pool Safety Act (H&S Β§115922) requires at least two of the following seven features: (1) an enclosure meeting the barrier rules above; (2) removable mesh fencing meeting ASTM F2286 with a self-closing/self-latching gate that accommodates a key lock; (3) an approved ASTM F1346 safety pool cover; (4) exit alarms on the home's doors and windows providing direct access to the pool (audible continuous alarm or repeating verbal warning); (5) a self-closing/self-latching device on the home's doors with the release at least 54 inches above the floor; (6) an in-water alarm meeting ASTM F2208; or (7) other approved means. A 2025 update to the statute clarifies that (a) an exit alarm + self-closing/self-latching device on the same door does not count as two features, (b) an exit alarm on one door + door latch on another door does not count, and (c) a safety pool cover + in-water alarm does not count. Spas and hot tubs with locking ASTM F1346 covers are exempt from the 2-of-7 requirement per Β§115925.
Failure to install both the barrier and two-of-seven safety features at a new pool or remodel is enforced by the City Building Code Official at pre-plaster inspection - the pool cannot be filled until compliance is verified. Civil liability under the attractive-nuisance doctrine for unsecured pools is independent and severe. Sellers of properties with pools must disclose Pool Safety Act compliance status under Civil Code Β§1102 (Transfer Disclosure Statement).
