SDMC Section 145.0303 and the California Building Code require a barrier (fence, wall, or building wall) at least 60 inches high completely enclosing all swimming pools and spas capable of holding water more than 18 inches deep. The maximum clearance between the bottom of the barrier and the ground is 2 inches. Gaps or voids may not allow passage of a sphere 1.75 inches or larger in diameter. Chain link fences must be at least 11.5 gauge with mesh no larger than 2.25 inches square. All pedestrian access gates must have self-closing and self-latching devices; the latch must be at least 54 inches from the ground or on the pool side of the gate. Non-pedestrian gates must have lockable hardware or padlocks and remain locked when not in use. Additionally, California's Swimming Pool Safety Act requires at least two of seven approved safety features (pool cover, alarms, self-latching gate, etc.). Above-ground pools may use the pool structure itself as part of the barrier if it meets height requirements.
