The Indiana Residential Code (675 IAC 14) sets the pool barrier rules the South Bend Building Department enforces. Barriers must stand at least 48 inches high with no climbable features, keep gaps under the barrier no wider than 4 inches, and use gates that are self-closing and self-latching with the latch mounted high on the pool side. For an in-ground pool, an approved automatic safety cover rated to hold 400 pounds can serve in place of a yard fence. A house wall may form part of the barrier when every door opening to the pool has an alarm or self-closing hardware.
Missing or non-compliant barriers must be corrected immediately and can block final inspection. Enforcement carries fines and heightened liability exposure if an unfenced pool contributes to a drowning.
