Ankeny, IA Swimming Pools & Spas: Pool Permits (2026)

Section 183.02 adopts the 2024 International Swimming Pool and Spa Code as the Ankeny Swimming Pool and Spa Code, and Sections 183.03 through 183.16 amend it. Section 183.07 creates the enforcement agency, the Ankeny Department of Building Safety, and Section 183.08 sets a twelve-month permit expiration from the date of issue, renewable with the payment of a renewal fee set by City Council resolution if the construction schedule needs more time. Section 183.10 lets federal, state, county and city government exempt projects skip the permit fee, but that carve-out does not touch the requirement to obtain a permit itself.

The model residential code lists an exemption for prefabricated swimming pools from permitting as Item #7 under Section R105.2, Work Exempt From Permit; Ankeny's own Section 184.10 strikes that exemption entirely. The result is that a prefabricated, above-ground pool needs a building permit in Ankeny exactly like an in-ground pool does; only the model code's blanket exemption is gone, not the underlying permit requirement for pools generally. Section 183.13 makes any violation of the adopted Swimming Pool and Spa Code, including building a pool without the required permit, subject to penalties as prescribed by law, and the city's Chapter 4 municipal infraction schedule sets that penalty at up to $750 for a first offense.
