Swimming pool construction in Union County is governed by the NJ Uniform Construction Code (N.J.A.C. 5:23) enforced by each municipality's Construction Official. Elizabeth Building Department requires a Building Permit, Plumbing Permit, and Electrical Permit for any pool over 24 inches deep, with plan review covering the NJ Barrier Subcode (N.J.A.C. 5:23-2.14A) requiring 4-foot minimum self-latching barrier, 5-foot barrier for many suburban municipalities by local amendment, GFCI-protected circuits per NJ Electrical Subcode, and setback compliance with Chapter 20.84.
