All swimming pool installations in Encinitas require a building permit from the Development Services Department. The permit application must include engineered construction plans showing pool dimensions, depth, materials, equipment location, and compliance with the California Building Code. Pool setbacks from property lines are determined by the applicable zoning district but are typically a minimum of 5 feet from rear and side property lines. Pool equipment including pumps, heaters, and filters must meet noise standards and observe setback requirements to minimize impacts on neighbors. Electrical permits are required separately for pool wiring, and all electrical work must include GFCI protection and bonding per the National Electrical Code. Plumbing permits are required for pool plumbing connections. A safety barrier meeting California Building Code Section 3109 must be in place before the pool can be filled—a minimum 60-inch fence with self-closing, self-latching gates is required.
