Laurens County, SC Swimming Pools & Spas: Pool Permits (2026)

Section 8-19(a) adopts 'in toto as though fully set forth herein' a full list of technical codes for the unincorporated areas of Laurens County, including the Standard Swimming Pool Code at item (11) alongside the International Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire, Energy and Existing Building Codes, each with South Carolina modifications. Under Sec. 8-19(b), any future edition, update or correction the state adopts automatically applies unless county council votes to amend or repeal that authority. Section 8-20 confirms the county's authority comes from the South Carolina Constitution and the powers the General Assembly grants counties, and that jurisdiction runs exclusively to the unincorporated areas; a pool built inside Laurens, Clinton, Gray Court, Cross Hill, Waterloo or the Fountain Inn portion of the county falls under that municipality's own code instead.

Section 8-21 makes the county building official the administrative and enforcement official for every technical code on the list, including the pool code, and designates the planning commission as the board of adjustments and appeals for decisions under those codes. Anyone who builds a residential pool without going through that permitting process is subject to enforcement under Sec. 8-21(d) and (e): a code enforcement officer or other county officer may issue a Uniform Ordinance Summons, which puts the case before the Summary Court, with bond amounts set by the Summary Court judge.
