Revere, MA Swimming Pools & Spas: Pool Permits (2026)

Under the definitions in Chapter 17.08 of the Revere Municipal Code, a "structure" is any combination of materials assembled at a fixed location that requires a permit to erect, place or construct, and the definition specifically lists swimming pools alongside buildings, sheds, signs and fences (Section 17.08.840). Section 17.08.850 separately defines a "swimming pool" as a private or public facility, above or below grade, exceeding one hundred square feet of surface area and confining water deeper than eighteen inches measured from the pool's lowest point to grade or the top of the pool.

Because a pool counts as a structure, Section 17.48.010 applies: no building, structure or land may be constructed, altered, occupied or used until the building inspector has issued the appropriate certificates, permits or licenses. The City's Appendix A fee schedule prices that permit for residential work: renovations, additions, roofing, siding, pools and accessory buildings on single- or two-family dwellings are charged at fifteen dollars per one thousand dollars of estimated construction value, the same rate that applies to new single- or two-family construction. A separate electrical permit is required for pool wiring, priced at fifty-five dollars under the fee schedule's electrical fees. Public and commercial pools carry their own inspectional-services licenses on top of the building permit: $150 for an outdoor commercial pool, $200 for an indoor commercial pool, and $150 for a hot tub, each with a free first reinspection and a $50 fee for any reinspection after that.
