Waynesville, MO Swimming Pools & Spas: Pool Permits (2026)

Chapter 500 of the Waynesville Municipal Code folds swimming pools into its general building permitting system rather than writing a standalone pool ordinance. Section 500.010 adopts the 2006 Edition of the International Residential Code together with several of its appendices, including Appendix G, the IRC's swimming pool appendix, as part of the codes 'promulgated by the International Code Council' that are 'hereby adopted and shall be in effect within the City of Waynesville.' Section 500.020 then sets the local fee for that permit: the Building Permit Fee Schedule prices 'underground residential and commercial swimming pools' at $0.05 per square foot, with a $50 minimum fee.

As with every other project on that schedule, the fee is due when the application is submitted, the City will not consider the application until it is paid in full, and no part of it is refunded whether the pool permit is approved or denied. Because the fee schedule calculates square footage on the gross area within the perimeter of a structure, a pool builder pays based on the pool's footprint rather than a flat per-project charge, the way accessory structures like sheds are billed.

The Building Inspector administers pool permits under the City Administrator (Ch. 116), the same office that reviews building, electrical and plumbing permits for the City of Waynesville, a Missouri city of the third class.
