Fairfield enforces the Virginia Graeme Baker Pool and Spa Safety Act through CBC Β§3109, requiring anti-entrapment drain covers and, where there is a single main drain other than an unblockable drain, at least one additional approved device or system. Suction-side outlets must comply with ANSI/APSP-7. Beyond drains, Health & Safety Β§115921 requires two of seven features at permit: (1) isolation enclosure separating pool from house; (2) removable mesh fence with self-closing self-latching gate; (3) ASTM F1346 safety cover; (4) exit alarms on doors leading to the pool; (5) self-closing self-latching house doors with release 54 inches above floor; (6) pool water alarm meeting ASTM F2208; or (7) other approved equivalent. Spas and hot tubs with locking covers complying with ASTM-ES 13-89 are exempt from the barrier requirement. The Solano County Environmental Health Division regulates public pools and shared community pools; HOAs must post pool rules per Title 22 CCR Β§65539 including diving, capacity, and lifeguard signage.
Operating without VGBA-compliant drains is a strict-liability violation; pools can be ordered drained until compliant. Failure to maintain selected drowning-prevention features results in citations and potential pool closure. Owners are civilly liable for injuries traceable to non-compliance.
