Under the adopted IRC barrier provisions (Appendix G / AG105), pedestrian gates must be self-closing and self-latching, with the latch positioned to resist small-child access and no gate opening larger than 1/2 inch within 18 inches of the release. Barrier openings cannot pass a 4-inch sphere. Pool electrical work, including required equipotential bonding, pump circuits, and lighting, is governed by the Memphis and Shelby County Electrical Code referenced in Residential Code Chapter 42 and must be inspected. Shelby County does not impose lifeguard rules on private single-family pools; public and semi-public pools (HOA, apartment, club) are additionally regulated by the Shelby County Health Department.
Disabling gates, latches, or bonding fails inspection and blocks final approval. After completion, a disabled barrier or gate is a code violation enforceable by Construction Code Enforcement; unsafe conditions may be abated as a nuisance.
