Residential pools in unincorporated Shelby County must be enclosed by a barrier at least 48 inches high, following the International Residential Code adopted as the Memphis and Shelby County Residential Code and enforced by Construction Code Enforcement.
The adopted IRC (Appendix G / Section AG105) requires an outdoor pool to be surrounded by a barrier whose top is at least 48 inches above grade, measured on the side facing away from the pool. The maximum clearance between grade and the barrier bottom is 2 inches. Openings must not pass a 4-inch sphere, so chain-link mesh must be sized accordingly. Pedestrian gates must open outward, be self-closing, and be self-latching. Where the latch release is below 54 inches, it must sit on the pool side at least 3 inches below the gate top, with no opening larger than 1/2 inch within 18 inches of the release. The barrier is inspected before final approval.
A non-compliant barrier fails the required inspection, so Construction Code Enforcement will not issue final approval. Removing or disabling a required barrier after installation is a code violation subject to county enforcement.
