Beyond fencing, Woodbury requires every private pool to keep life-saving equipment on hand: a ring buoy with rope and a 10-foot shepherd's-crook pole, plus emergency flood lighting on a separate circuit. Pools must also meet setbacks, drainage, filtration, water-quality, and electrical standards under Chapter 22.
Woodbury City Code Sec. 22-27 requires all private swimming pools to have life-saving equipment consisting of at least one ring buoy not more than 15 inches in diameter, attached to a rope at least as long as the pool's greatest dimension, and one life pole or shepherd's-crook pole at least 10 feet long with blunted ends. Pools must also have emergency flood lighting connected to a different circuit than the pool itself; this emergency equipment is for emergencies only. Pools cannot be located within 10 feet of any side or rear lot line, within 6 feet of any principal structure or frost footing, within 10 feet of a private sewage system, or within any required front yard, and must drain to the street storm sewer unless otherwise authorized (Sec. 22-20). Electrical wiring must conform to the National Electrical Code (with reference to Article 680) and be approved by the state electrical inspector; no overhead wiring is allowed within 10 feet horizontally of the pool edge (Sec. 22-25). Pools need a recirculating filtration system capable of filtering the entire pool within 12 hours (Sec. 22-31), disinfection maintaining at least 0.5 ppm free chlorine and pH 7.2 to 8.2 (Sec. 22-32), and lights shaded to reflect away from neighbors (Sec. 22-26). Loud or disturbing noise at a pool is unlawful (Sec. 22-34).
Operating a pool without required life-saving equipment, or in violation of setback, drainage, electrical, filtration, or water-quality standards, is unlawful and subject to administrative or court citation.
