Under Woodbury City Code Chapter 22, Article II (Sec. 22-17), it is unlawful to construct, alter, or repair a private swimming pool without first securing a permit from the building official. A "private swimming pool" (Sec. 22-16) is any in-ground or above-ground pool, tank, or excavation retaining water deeper than 18 inches and/or with a water surface larger than 150 square feet, used for swimming, wading, or immersion by the owner and invited guests without fees. The city council may grant modifications in individual cases for good cause regarding fence height, gates, or latches, provided protection is not reduced (Sec. 22-19).
