Summary
Jersey City taxes commercial parking under Municipal Code § 304-2: a 15 percent general Parking Tax on every fee charged for parking, garaging, or storing a vehicle, plus an additional 3.5 percent Mass Transit Access Parking Tax layered on top. Both reach valet fees and even hospital- and NJ Transit-operated lots, but never a garage inside a private one- or two-family home.
There is hereby imposed a 15 percent tax on any fees whether paid directly, or paid as part of the rent charged in a lease for parking, garaging or storing of motor vehicles, in any commercial, industrial or residential property other than parking in a garage which is part of premises occupied solely as a private one- or two-family dwelling... There is also hereby imposed an additional Mass Transit Access Parking Tax of three and one-half percent on fees for the parking, garaging, or storing of motor vehicles, other than parking in a garage which is part of premises occupied solely as a private one- or two-family dwelling.

Full Breakdown
The Division of Licenses and Fees collects the tax on the city's behalf, and every parking operator must file a return for each calendar quarter, due April 15, July 15, October 15 and January 15 under § 304-3, even when no tax is owed that quarter. A for capital improvements to pedestrian access at mass-transit stations, including bridges, tunnels, platforms, walkways, elevators, escalators and stairways, with any surplus redirected to quality-of-life projects. Jersey City residents can recover that add-on: short-term parkers may apply to the city for a rebate, while long-term parkers show proof of residence so the operator never charges it in the first place. A. 40:48C-42. No more than 12 percent of annual parking-tax revenue may be spent on administrative costs, per § 304-4.
Violations & Fines
Under § 304-2.F, unpaid tax accrues interest at 12 percent per year plus a penalty of one-half of one percent for every month or partial month it stays unpaid, and the city can recover its collection costs in any enforcement action. Section 304-3.D makes it a disorderly persons offense to skip a required quarterly return, block a city examiner from inspecting books and records, or file a knowingly false or fraudulent return.
