Summary

A. The owner of a vacant commercial or industrial building shall pay to the Director a registration fee annually each year the building remains vacant. The amount of the registration fee shall be based on the square footage of the commercial or industrial building as reflected on the tax card for the property maintained by the Fiscal Officer of Summit County, Ohio. 1. For vacant commercial or industrial buildings of less than ten thousand square feet, the annual registration fee shall be three hundred dollars. 2. For vacant commercial or industrial buildings often thousand square feet or more than ten thousand square feet, the annual registration fee shall be five hundred dollars. B. If a registration form is filed late, an additional late fee shall be paid to the Director in addition to the annual registration fee and shall be fifty dollars per day the annual fee is late, up to a maximum late fee of one thousand dollars.

07, every commercial or industrial building that sits vacant must be registered with the Director of the Department of Neighborhood Assistance within 180 days after the effective date of the chapter, and by December 31 every year after that. A building that becomes vacant later must be registered within 180 days of the last day it was occupied, or within 30 days of a notice from the Director. Registration must list the owner, any authorized agent (required if the owner lives outside Summit County or a contiguous county), lienholders, the parcel's tax ID, and the date the building became vacant, plus a vacant building plan covering demolition, secured-structure maintenance, or rehabilitation.

08 sets the fee itself: it is based on the building's square footage as shown on the Summit County Fiscal Officer's tax card, at $300 annually for buildings under 10,000 square feet and $500 annually for buildings at or over that size. A late-filed registration draws an additional $50-per-day late fee on top of the annual charge, capped at $1,000. Violations & Fines

Unpaid administrative penalties are certified to the Summit County Auditor and added to the property's tax duplicate as a special assessment, with interest at the City's special-assessment rate. Separately, § 154.99(D) makes a violation a third-degree misdemeanor punishable by up to $500 and up to 60 days in jail, with mandatory minimum fines starting at $50 for a first conviction and rising to a $500 minimum plus at least 10 days for a fourth conviction across the related building and housing codes.
