Since 2016 California has required buyers of tobacco, electronic cigarettes, vaping liquids, and nicotine pouches to be at least 21 years old. The rule applies in Santa Ana through preempting state law. Retailers must ask for government-issued photo identification from any buyer who appears under 30. There is a narrow exception for active military members aged 18 to 20. Santa Ana code enforcement and state STAKE inspectors run undercover decoy operations and assess civil penalties that escalate with each violation. Sales clerks personally face fines as well.
