Carson, CA Tobacco & Vaping: Flavored Tobacco Bans (2026)

Carson Municipal Code § 63150.5.13 flatly prohibits any permitted tobacco and electronic cigarette retailer from selling, offering to sell, or exchanging any flavored tobacco product. 'Characterizing flavor' is defined broadly in § 63150.5.1 to include menthol, mint, chocolate, fruit, candy, alcoholic-beverage and dessert flavors, among others, and a manufacturer's own marketing claim of a flavor counts as presumptive proof the product is flavored. A companion section, § 63150.5.12, separately bans selling any e-cigarette that has not been authorized for interstate commerce by the FDA under 21 U.S.C. § 387j. Both bans run through the retailer permit system, so a violation risks permit suspension or revocation under § 63150.5.10.
