Section 20-2(j) prohibits any retailer or other individual or entity from selling, distributing, causing to be sold or distributed, or even offering for sale a flavored tobacco or nicotine delivery product to a consumer. The ban sits alongside two related restrictions in the same section: a citywide ban on distributing free tobacco samples or single cigarettes, and a rule under Section 20-2(k) barring the sale of blunt wraps outright. Because the flavor ban is not the standalone underage-sale provision in subsection (d)(1), a violation falls under the general penalty schedule in Section 20-2(l)(2) rather than the flat $300 permit-violation fine.

The Commissioner of Health and Human Services enforces the section through the same unannounced inspection authority tied to every tobacco sales permit, and a permit holder caught selling flavored products faces the same escalating fine and suspension track that applies to every other Section 20-2 violation. A retailer whose permit is suspended or revoked must pull all tobacco and nicotine delivery products from the premises immediately; failing to remove the inventory is itself a separate violation.
