Enforcement runs through the Health Officer, who may issue a written complaint describing the violation within 90 days of discovery and deliver it personally or by certified mail; the Health Officer may also inspect any premises, record or vehicle as necessary and can request Vineland Police Department assistance if someone obstructs an inspection. Beyond the escalating civil penalties, a licensee's retail electronic smoking establishment license can be suspended for up to three days after a first conviction, and the City may recommend to the State Division of Taxation that a retail dealer's state license be suspended for three years after a third violation, or revoked after a fourth.
