Section 8-203 was rewritten by Ordinance No. 45-2011-12 on March 1, 2012. Subsection (a) bars placing or storing a can in any street, sidewalk, or public place where it blocks traffic or creates a hazard or nuisance. Subsection (b) sets the storage line: behind the front building line of the primary structure facing the street. A corner lot fronting two streets stores behind the front building line or adjacent to the side or rear. Commercial and multi-family properties follow the same rule unless an approved Regional Planning Commission site plan says otherwise. Section 8-202(2) separately requires every container to be covered so refuse cannot spill or be pilfered by animals.
