The Charter gives Clarksville power to collect garbage, but the city has never stood up a residential route, and the Code contains no schedule, no route map, and no holiday calendar. Disposal is handled by Bi-County Solid Waste Management, the joint Montgomery and Stewart County system, which runs the Dover Road landfill plus 17 convenience centers. Every household pays Bi-County a user fee of $5 a month, billed quarterly at $15, established in 1997; that fee covers disposal, not curbside pickup. Anyone hauling refuse for compensation must buy a $5 city license per truck under section 8-206, renewable each January 1. Collection trucks may not run in residentially zoned areas between 10:00 p.m. and 5:00 a.m.
