Chapter 98, Article II, Division 2, Sec. 98-54 of the Des Moines Municipal Code governs solid waste collection service requirements. Residential carts must be placed at the curb no later than 7 a.m. on the scheduled collection day and no earlier than 5 p.m. the evening before. Containers must be returned to storage within 12 hours after collection. Carts are collected from the curbside (street side); alley collection requires prior approval from the Public Works Director. Containers must be city-issued carts or approved bags. Large items require a $5 pink sticker placed facing the street. Violations may result in a missed collection or a municipal infraction citation.
