Rowan County, NC Trash & Recycling: Bin Placement Rules (2026)

Because unincorporated Rowan County has no curbside cart program, its container placement rule lives in § 19-29(b), the section governing the county's greenbox sites. It requires that all solid waste intended for disposal in a solid waste container be deposited inside the container itself, not set beside it or left on the ground. Every container the county places at a site carries a label naming the specific waste type it is authorized to receive, and § 19-29(b) makes it unlawful to deposit garbage, waste or other matter in a container except the material that label designates.

The same subsection closes the loophole of leaving waste at the site altogether by stating that no solid waste may be left at the disposal site outside the containers. Related placement limits sit nearby in the same section: § 19-29(c) reserves the containers for private residential use and bars commercial, industrial and institutional loads, § 19-29(d) prohibits climbing into a container or removing items from it without county authorization, and § 19-29(g) lists specific materials, including fire, embers, herbicides, pesticides, liquids and animals, that can never go into a container regardless of label. Section 19-29(h) separately makes it unlawful to set a fire in a container or to place embers or ashes inside one.
