Rowan County, NC Trash & Recycling: Dumpster Rules (2026)

Sec. 21-55(10) is part of the general criteria every SR-listed use and rural home occupation must satisfy under Article III of the zoning ordinance, covering business types from small retail to contractor yards operating in the Rural Agricultural (RA) and Rural Residential (RR) districts. The section treats a dumpster the same as any other outdoor storage: it has to sit to the rear of the building, it cannot encroach into the setback area established for that district under the Sec. 21-84 dimensional table, and it must be screened as provided in Article IX, the county's screening and buffering standards.

Businesses in the Neighborhood Business (NB) district face the same three requirements under Sec. 21-65(10), except the NB version calls for the storage to be completely screened from adjacent residential zoning rather than merely screened as provided in Article IX, a tighter standard reflecting the district's proximity to homes. The rule is enforced as part of Planning & Development's site plan review under Sec. 21-52: the plan the applicant submits must show the dumpster's location, and an inspector checking a completed project can flag a container left in a front setback or left unscreened as a zoning violation. Residential curbside trash service, covered separately by Chapter 19's Greenbox container program, is not affected by this commercial siting rule.
