Rowan County, NC Trash & Recycling: Pickup Rules & Schedules (2026)

Rowan County Code Article II, Solid Waste Management, governs the unincorporated county and any municipality that has separately adopted the article within its own limits under § 19-27(b). Because the county never built a curbside collection fleet, § 19-28(b) puts the removal duty on the property owner, occupant, tenant or lessee directly: each must arrange storage, collection and disposal of solid waste and must remove or cause it to be removed from the property on a regular basis, using only a site or facility permitted to accept the waste.

In practice that means driving trash to one of the county's greenbox convenience centers, which the Environmental Services Department maintains under § 19-29. Section 19-29(a) allows entry to those sites strictly during authorized business hours; showing up, or dumping, outside posted hours is prohibited. Once on site, § 19-29(b) requires waste to go inside the labeled container matching its type, § 19-29(c) bars commercial, industrial and institutional loads and reserves the containers for private residential use, and § 19-29(d) forbids climbing on, into, or removing items from a container without county authorization.

The board of commissioners sets container-use fees under § 19-29(e), filed with the clerk to the board and the director of environmental services; nonpayment by a fee-liable user is punishable under § 19-32. Waste hauled from outside Rowan County cannot be dropped at the convenience centers at all under § 19-30. Residents who instead haul straight to the county sanitary landfill are bound by the separate hours-of-operation rule in § 19-50, which makes it unlawful to be on landfill property outside the hours posted at the main gate.
