E(4) of the Solid Waste chapter fixes a narrow curbside window on both ends of pickup day. Subsection (g) bars residents from placing receptacles at the curb more than 12 hours prior to a scheduled pickup, and separately prohibits placing containers inside or within any building, accessory structure or garage, or above or below ground level, for collection. Subsection (d) then requires that empty receptacles be removed from the curb area within 12 hours after collection, unless the Commissioner of Public Works prescribes otherwise for a specific property or circumstance.

Together the two rules mean a can can realistically sit visible at the curb for no more than about a day: roughly half a day before the truck comes and half a day after. The same section bars using barrels, drums, kegs, cardboard boxes or cloth bags to hold garbage, and forbids anyone other than a Town employee or an owner-authorized private hauler from disturbing or removing waste that has already been set out for collection. Enforcement runs through the Commissioner of Public Works, the Building Inspector, and the Police Department, any of whom can issue a violation notice or summons under § 410-9 for cans left out too early, too late, or in a prohibited container.
