Under Greenburgh Code § 410-3, all solid waste collected in the Town operates under the supervision of the Commissioner of Public Works, who sets container standards and the mechanics of pickup. Garbage, recyclable materials and rubbish must be kept in separate receptacles that are watertight, covered with a suitable lid and cleaned periodically; except for approved larger containers, cans cannot exceed twenty-gallon capacity and 75 pounds when full. Where curb service applies, cans go in a visible, accessible spot between the sidewalk line and the curbline directly in front of the premises.

Private dwellings in residential areas instead receive walk-in service: garbage containers sit next to the main dwelling on a safe, accessible path, while rubbish and recyclables still go to the curb for pickup. Bundled materials such as tree trimmings that cannot fit in a receptacle may be packed and tied instead, so long as each bundle weighs no more than 75 pounds and runs no longer than three feet. A container with ragged edges, a missing lid, or any other defect that could injure a collector must be repaired or replaced once the Town gives notice, and the Commissioner may simply refuse to collect from a household that will not comply.

The Commissioner also retains authority to change collection regulations after notifying residents, so exact hours and cutoffs can shift by administrative notice rather than by amending the chapter itself.
