Hemet sets specific rules for how and when carts are placed at the curb. Under Hemet Municipal Code Section 62-11(B), no person may place a container in the public right-of-way "more than 24 hours prior to the normal collection time," and containers must be "removed from the right-of-way within 24 hours after collection." The City's hauler guidelines add operational detail: carts must be "placed at the curbside no later than 6:00 am on collection day"; they should be set "side-by-side approximately 1 foot apart and at least 3 feet from any obstruction" (such as mailboxes, parked cars, or other carts); and handles and wheels should face away from the street so the automated truck can lift them. Items not contained in a cart "will not be collected." Carts must also be brought back in and stored out of view between collection days (see Trash Bins / HMC Sec. 62-11(C)). A Debris Box (roll-off) may be placed where it is visible from the right-of-way at a single-family home for up to 30 consecutive days and no more than 60 total days in any 12-month period. Following these placement rules ensures reliable automated pickup and avoids Code Compliance notices for carts left out too long or blocking the right-of-way.
Placing carts out more than 24 hours early, leaving them out more than 24 hours after pickup, or obstructing the right-of-way can prompt Code Compliance enforcement under HMC Sec. 62-11. Loose items outside carts are not collected.
