Hemet requires every property to have solid-waste service. Hemet Municipal Code Section 62-10 ("Disposal of Solid Waste Required") states that the owner or person in charge of a premises "shall make arrangements with the City or the City's Solid Waste Franchisee for Solid Waste Handling Services," and that "All Premises in the City must have the applicable Solid Waste Handling Services required under this Chapter." A violation of that section is a misdemeanor. Under Section 62-13, solid waste must be disposed of at least once per week (less-than-weekly disposal is allowed only when a premises is temporarily unoccupied and waste is not accumulating). The City's franchised hauler is CR&R Environmental Services (customer care 951-943-1991 or 800-755-8112), which provides trash, recycling and organics collection for most Hemet residents; however, residents at 5-digit addresses use Waste Management of the Inland Empire (1-800-423-9986) instead, as those addresses generally fall under County jurisdiction. CR&R began serving the City on December 1, 2011. Trash, recycling and green waste are "picked up weekly," on the same day each week; when a holiday falls in the week, collection is delayed one day for the remainder of that week. As an alternative to franchise service, owners of single-family residential premises may obtain a Self Haul Permit from the Public Works Director (Sec. 62-31), valid for one calendar year. Failing to maintain required solid-waste service violates HMC Sec. 62-10 and is a misdemeanor. Not disposing of waste at least weekly violates Sec. 62-13. Failing to arrange service (without a valid self-haul permit) is also a public nuisance under Sec. 62-56.
