High Point, NC Trash & Recycling: Bin Placement Rules (2026)

Development Ordinance § 5.6 requires screening for solid waste collection facilities, dumpsters, compactors, and trash/recycling bins, on new buildings, land-use-intensity changes, and building expansions over 1,000 square feet (or cumulative expansions over 3,000). Under § 5.6.4, the facility must be screened from any street and from any adjacent residential use as seen from the lot line at six feet high. Section 5.6.5 adds that the facility should sit behind the principal building's rear line and must be fully enclosed if it's within 50 feet of a residential lot. Screening can use evergreen vegetation, berms, opaque wood/vinyl fencing, or masonry walls, but chain-link fencing, even with privacy slats, never satisfies the requirement.
