Section 6-2-6(d) sets the trigger: every location except single-family dwellings that produces more solid waste than two rollout carts can handle on a once-weekly schedule "shall be required to furnish a bulk container of the type approved by the director of public services," provided the container can actually be installed and serviced on site, and collection for that container runs through a private contractor rather than the city crew. The specifications for those containers come from § 6-2-4(b): distributors who want to sell or lease bulk containers inside the city need the director of public services' approval and must keep a service and maintenance agreement on file with the public services department.

The Code defines a "bulk container" as a metal, watertight unit with sliding doors on two sides and a hinged top, built so specially equipped trucks can empty it mechanically, and it must be kept covered at all times (§ 6-2-1(3)). Anyone wanting to collect from bulk containers, roll-off containers, or detachable containers, meaning the hauler itself, must first secure a permit from the public services department (§ 6-2-2). Administration and enforcement of these container rules sits with the public services department under § 6-2-20.
