Summary
Independence requires refuse containers to be made of refuse-grade material and bans storing them in the front or side yard except on trash pickup day.
All outside storage containers shall be made of material designed for refuse, except that yard waste may be stored in paper or plastic containers that are closed and intact.c.All outdoor storage containers shall be of sufficient capacity and in sufficient number to accommodate and securely keep all refuse that may accumulate between collections. Residents of the premises where such containers are provided shall deposit any and all refuse accumulated on such premises in such containers and in no other place and shall place no more refuse therein than will be retained while such container is being handled in a reasonable manner. All containers shall be kept reasonably clean and free of any substance which would attract or breed flies, mosquitoes or any other insects. Containers shall not be stored in Front Yard or Side Yard, as defined in Chapter 14, that is abutting a street, except where terrain in other portions of the property prohibit container storage, and except on trash pickup day, as set out in Subsection I or as allowed by other sections of the City Code.
