Joliet, IL Trash & Recycling: Bin Placement Rules (2026)

Section 14-4 of the Municipal Waste chapter sets the physical and timing rules for putting waste out. Containers used for municipal waste disposal cannot exceed a 33-gallon capacity, and any garbage stored outdoors must go in hard plastic or metal containers with tight-fitting lids, never filled above the container's rim. on the day before scheduled collection, and requires emptied containers to be removed from the collection point within 10 hours of pickup. Placement location is fixed by § 14-4(d)(1) and (3): waste cannot go in any street, alley, parkway, sidewalk or other public property outside an authorized collection area, which is defined as the passable alley abutting the resident's property, or the street directly in front of the property if no alley abuts it.

The chapter does not impose a separate screening or enclosure requirement beyond the tight-lid rule; there is no fence or visual-barrier mandate for carts on Joliet's residential lots. Multifamily structures have their own duty under § 14-7, requiring the owner to provide containers or otherwise arrange collection for residents, separate from the single-family placement rules in § 14-4.
