Carts must be moved back behind the front-yard setback line or into a screened side/rear yard within 12 hours after collection. Storing carts in public view between collection days is treated as a nuisance / property-maintenance violation.
Cart placement is governed by the franchise agreement and JVMC Title 6 (Health and Safety). Typical Burrtec automated-side-loader requirements call for: arrows or handles toward the house, at least 3 feet between carts and 3 feet from parked cars, mailboxes, fire hydrants, and low-hanging branches. Carts may not block sidewalks, bike lanes, or ADA paths of travel. Long-term curb storage of carts is not allowed; Code Enforcement may issue notices to abate under the property-maintenance and nuisance provisions of Title 9 (zoning) and Title 6. Carts are city/Burrtec property — residents are responsible for the lost/damaged-cart replacement fee in the rate sheet.
Leaving carts at the curb beyond 12 hours after pickup, storing them in the public right-of-way, or visibly storing them in front of the front-yard setback line is a property-maintenance violation enforceable via administrative citation by Code Enforcement (951-332-6464). Blocking sidewalk ADA access can also draw Public Works enforcement.
