Katy requires carts placed at the curb by 7 a.m. on collection day, and commercial dumpsters must sit on a screened, all-weather pad except when stored fully inside.
Under Article 13.02 of the Katy Code of Ordinances, residential carts must be placed at the curb by 7:00 a.m. on collection day and not left in the public right-of-way past pickup. For commercial operations, the property owner must provide a level all-weather pad for receptacles and screen them from public view. The screening and concrete pad requirement does not apply to commercial operations that store all trash receptacles inside a closed building, except when those receptacles are placed curbside on collection day.
Leaving carts visible from the street between pickups, missing concrete pads or screens at commercial sites, or placing carts blocking sidewalks can lead to code enforcement citations.
