06(G) of the Code of General Ordinances tells every residential property how to set out its Curbside Waste and Curbside Recycling Automated Carts for the Department's weekly waste and biweekly recycling collection. Carts must be deposited in the area of the street right-of-way between the sidewalk and the curb abutting the property, in an unobstructed location, with the wheels oriented toward the sidewalk or house. Each cart needs a minimum of three feet of clearance from any obstruction and three feet of separation from other carts so the truck's automated arm can operate.

Materials must fit inside the cart with the lid closed; it is unlawful to deposit waste or recycling materials outside the Automated Cart except during a limited exemption period the Department announces, when up to eight thirteen-gallon bags per residence are allowed outside the cart. Carts cannot be loaded beyond 335 pounds, cannot be marked or tagged as personal property, and cannot be altered or destroyed. The City limits each household to two 95-gallon Waste Carts and two 95-gallon Recycling Carts; an additional cart requires an application to the Department of Public Works and an added fee. The Waste Superintendent may exempt a household from curb placement duties due to incapacity of all household members.
