119 requires occupants of single-family homes, two-to-four-family units, larger Multiple Family Dwellings, and commercial and institutional properties to separate a defined list of Recyclable Materials from their regular Post-Consumer Waste, including aluminum and bimetal containers, corrugated paper, brown, green and clear glass, magazines, newspaper, office paper, paperboard, rigid plastic containers coded PETE through PS, steel containers, lead acid batteries, Major Appliances, waste oil, tire rims, and Yard Waste. The separation duty is excused only for a property that sends its waste to a DNR-licensed processing facility that recovers the same materials, for waste burned as no more than 30 percent supplemental fuel, or for a material covered by a DNR variance.

Recycling is collected every two weeks for buildings of four or fewer units, on a schedule set by the Department of Public Works, compared with weekly collection for regular Waste. All Recyclable Material must be placed loosely inside the blue Curbside Recycling Automated Cart with the lid closed; bagged recyclables, including anything in a plastic bag, are not accepted. the next morning. Once materials are placed at the curb they become City property, and it is a separate offense for anyone other than the City or its authorized hauler to pick through or remove them. Recycling carts are limited to two per household.
