Containers shall be placed for collection no earlier than 6:00 p.m. on the day before collection and no later than 7:00 a.m. on the day of collection. For homes with collection at the front curb or street, upon retrieval, containers shall be stored in an area behind the front building line of the structure. For homes with collection at the alley, containers may be stored in a secure location adjacent to the alley right-of-way in a manner that does not impede the flow of vehicles utilizing the alley to provide services or access to a resident. Residents may be granted a variance from these times if necessitated by vacations or other circumstances. The collection of solid waste may be made along a private road only if the owner provides written approval for the city or its contractor to travel on the private road. The city or its contractor shall not be liable for any damages done to the private road as a result of normal use. At no time shall a public road or sidewalk be blocked by containers, bulky waste, or yard waste.
