Full Breakdown

Knoxville Code of Ordinances § 13-15 sets container and pickup rules for residential solid waste. Every household gets one weekly garbage pickup of its city-issued container plus up to five bulky items, and recycling collection every other week in the city-issued recycling cart. Containers and lids must stay clean, watertight, and in good repair: the resident owns responsibility for the city-supplied cart and must report damage or theft to the city. Missed pickups have to be reported within 24 hours of the close of business on the scheduled collection day; report it later and the pickup rolls over to the next scheduled date. The director may confiscate containers unfit for sanitary storage after a seven-day notice.

Violations & Fines

Confiscation of unsafe containers after a 7-day notice; other violations fall under the Code's general penalty: up to $50 fine, $500 costs, and/or 30 days jail.
