Full Breakdown

Code § 38-27(a) requires residential and commercial solid waste containers to be placed immediately behind the curb of the public street, or immediately adjacent to the alley for alley-access properties; in winter, carts can't sit on a snowbank or in the roadway. Section 38-27(b) sets the clock: containers must be out by 6:00 a.m. on the scheduled collection day but no more than 24 hours before, and must be pulled back from the curb within 24 hours after the regular collection time. No garbage container may be stored in the street or alley right-of-way outside those windows without public works authorization.

Violations & Fines

Leaving polycarts at the curb outside the set-out and removal windows, or storing them in the right-of-way, is a solid waste chapter violation subject to the penalty in § 1-12 plus prosecution costs under § 38-62.
