Between collection days, Lodi cart-storage rules require all carts to be stored on the side of the home behind the side-yard fence โ never visible from the street, in the driveway, front yard, porch, sidewalk, or roadway.
Lodi's Community Improvement Division identifies improper cart storage as one of the city's most frequently cited violations. Per posted city enforcement guidance under Lodi Municipal Code Title 8 (Health and Safety) and Title 13 (Public Use) standards, all garbage, recycling, and organics carts must be stored on the side of the home behind the side-yard fence and out of view from the public right-of-way. Storing carts in the driveway, on the front lawn, on a porch, on the sidewalk, or in the street between collection days is a violation. On the actual collection day, WM's placement standards apply: place each cart on a paved, level surface with wheels against the curb, lid opening toward the street, and spaced at least 3 feet apart from other carts, parked vehicles, mailboxes, light poles, low-hanging branches, and other obstructions so the automated side-loading truck arm has clearance.
Improperly stored carts trigger Lodi's three-step enforcement: (1) Courtesy Notice with 15 days to correct (no fine), (2) Notice of Violation with 15 more days (no fine), (3) Administrative Citation with monetary penalty. Over 90% of cases are resolved before reaching the citation stage. Report concerns to Community Improvement at 209-333-6823 or in person at 310 W Elm.
