145 sets the placement rule for private residences: it's unlawful to set out a regulation garbage container anywhere except the edge of the alley at the property line. Where no alley exists, the container goes at the front, between the sidewalk and curb, or wherever is most accessible to the collector; during bad weather the superintendent of sanitation can designate a different collection point. 146, placing containers at the curbline or in an adjacent alley as the department of sanitation prescribes. The containers themselves are regulated too.

141 requires a solid, durable metal or heavy plastic can of 20 to 32 gallons with two outside handles and a close-fitting lid chained or roped to a fixed object, holding no more than 80 pounds combined weight of can and contents; detachable commercial containers are capped at 4,500 pounds. 142 bans using a cardboard or pasteboard box, oil drum, barrel, grocery sack, pail, or crate as a garbage receptacle. 144 declares it a public nuisance; the sanitation department gives notice, and the owner or occupant has ten days to correct it before the city can abate the nuisance by removing the container itself.

147 also bars parking a vehicle so it blocks emptying a detachable container, with the police department authorized to tow it at the owner's expense.
