Section 176-6(A) requires all garbage to be stored on the premises in approved containers kept in good condition and closed at all times, and bars putting those containers at curbside more than 24 hours before the scheduled collection. Garbage generally cannot be stored longer than seven days, excluding holidays, though the Director of Health and Human Services can order a shorter storage period for cause. Rubbish and ashes get a longer leash under Section 176-6(B): bags, bundles or approved containers, kept closed, for up to 30 days, extendable by the Director of Health and Human Services for cause.

Section 176-6(C) declares any unauthorized accumulation of garbage, rubbish, solid waste or recyclable solid waste a nuisance and a chapter violation outright, and Section 176-6(D) bars sweeping or depositing waste anywhere in the City in a way that lets wind or water carry it onto a street, sidewalk, sewer, parkway or other public place. Once collection happens, Section 176-6(E) requires the property owner or occupant to pull emptied containers off the street within 24 hours of the collection day and store them somewhere not readily visible from the public street.
