City code sets a strict window for curbside carts: no earlier than 8:00 p.m. the day before your scheduled pickup, and no later than 6:00 a.m. on collection day. Outside that window, garbage, recycling, and green waste carts must sit at the side or rear of the structure, no closer to the street than the front of the house. Carts go wheels-against-the-curb at the street edge (or wheels facing away from the street where there's no curb), roughly five feet clear of any obstacle, and never in an alley, under overhead lines, or beneath low branches. Parking a vehicle or trailer within five feet of a cart so it blocks collection is also unlawful.
