Sec. 110-58 applies every time a business gets a new commercial container, opens a new solid waste account, or asks to change container size, and none of those requests move forward until the site meets the container-pad standards. A permit from the building division comes first, supported by a scaled plat showing the dumpster location, screening, utilities, storm drain inlets, and rights-of-way, signed by the property owner or the person in control of the premises. The pad itself must be concrete at least six inches thick, reinforced with number-four rebar on 18-inch centers.

Screening has to hide the container from the right-of-way and from every adjacent property behind a wall at least seven feet tall, and any gate visible from the public right-of-way must open to a full 12 feet wide, swing 180 degrees, and lock in the open position so it does not blow shut on a collection truck. The enclosure cannot sit within 30 feet of a storm drain or in a drainage flow area, and the interior dimensions scale with the number of dumpsters: a single three-, four-, six-, or eight-yard dumpster needs at least ten feet of depth by 12 feet of width inside the screen, doubling to 24 feet wide for two containers and 36 feet for three, while a roll-off compactor enclosure needs 29 feet of depth by 16 feet of width.

The approach itself needs 20 feet of unobstructed width, 65 feet of length, and a 45-foot outside turning radius so a collection truck is never required to back more than 50 feet or back directly out onto a public street; the solid waste manager can designate an alternative layout or grant exemptions where a site genuinely cannot meet these dimensions.
